Le Emperor Napoleon XII

Ruler of the French Quarter (as it is called) he spends most of his time of his Flagship Endurance ( a destroyer class ship.)  He is a bit a of a megalomaniac and has delusions of grandeur  and conquest, but he spends most of his time embattled with pirates.
